4 firms to pay fines in probe by EPA

Four major home builders, including Los Angeles-based KB Home, have agreed to pay $4.3 million in fines to resolve alleged violations of the Clean Water Act involving hundreds of construction sites nationwide, the U.S. Justice Department and Environmental Protection Agency said Wednesday.
The four separate settlements are the result of a federal investigation into storm-water management and compliance efforts between 2001 and 2004, according to the companies named in the complaints.
The greatest number of alleged violations occurred in California. Complaints also were filed this week against Pulte Homes of Bloomfield, Mich., Centex Homes, based in Dallas, and Richmond American Homes, based in Denver.

High court upholds coal miner’s $9.5M award
The Wyoming Supreme Court on Wednesday upheld a jury award of nearly $9.5 million to a coal miner who was paralyzed in a January 2002 accident at the Black Thunder Mine in Campbell County.
Miner Les Butts was injured while working as a utility man in an area of the mine known as the East-West Boxcut, with high coal walls on both sides, according to court records. A rock fell from one of the coal walls and landed on top of the piece of equipment Butts was operating. The injuries rendered Butts a paraplegic.
A jury in Gillette ruled early last year that Butts was entitled to $18 million and his two sons were entitled to $2 million.
